Emissions Inspection Requirements in Idaho

Idaho's vehicle emissions testing program terminated on July 1, 2023, pursuant to legislation enacted by the Idaho Legislature in 2022. The U.S. Environmental Protection Agency approved termination of the emissions program in 2023.

VIN inspections are required when titling a vehicle in Idaho for the first time. This applies to all out-of-state titled vehicles and vehicles without previous Idaho title records. Form 3403, Vehicle Identification Number Inspection Certification, must be completed by a law enforcement officer, DMV employee, military police officer, or licensed Idaho vehicle dealer.
